red bumps on legs

My daughter is 27 months old and a little over a month ago she got some red bumps on the backs of her legs. We took her to the doctor and she told me that it looked like the bumps were from dry skin. She recomended that we only put Vasoline on her legs before bed. We did and they stayed the same. Two days ago the bumps became even more raised and the skin around them was really white. I doubt that they are from dry skin, we have been putting lotion on her skin everyday. She does not have a fever. She also has not been exposed to anything new.
