red dry face and neck

I have had continual skin issues including exzema (eczema), and herpetic dematitis for years. The exzema (eczema) usually travels all over my body but since my last herpes outbreak 2 weeks ago I have had a dry itchy rash on my face and neck that I can't get rid of. I have tried changing all of my normal allergic triggers such as shampoo, detergent, fabric softeners, face cream, lotion, ect. but nothing is helping this rash. I am very dry and red mostly on the cheeks, ears, neck and forehead. The rash is not on my nose. It is very itchy especially around my mouth and along my jawline. Steroid cream isn't helping. I'm wondering why the rash would just be on my face and not all over the rest of my body. I don't have blisters like I did with the herpes outbreak but could this still be from that outbreak?
