red itchy area on penis

For about six months now I have had a itchy red area on and around the head of my penis my penis and on my genitals. I dont think its herpes since it doesn't come and go. If i masterbate or have any other type of sexual action it seems to get cuts. Last month i thought i was getting rid of it by useing hydrocotizone and blue star. I also stop all types of sexual action. When it seemed to have cleared up I began to masterbate again. A few days later  it started to come back. I then noticed that I have a wort on my one hand so i'm thinking it may be a fungus, but i really have clue. This is realy emabarasing so i havent went a doctor. so if you have any ideas on over hte counter products I could use that would be great. If not I'll probably have to suck it up and go to the doctor.

Please go to a doctor.  Almost certainly what you have is balanitis, or inflammation of the penis.  You need a proper diagnosis and a prescription-strength anti-inflammatory cream.  At a minimum, you need to set your mind at ease about STD's and be able to engage in sexual activity without pain.  Meantime, just moisturize, with vaseline or the equivalent.
