red patch

Im kind of worried about a rough small red patch located right above my collar bone.  It appeared two and a half years ago after I used a tanning bed for the first and only time in my life.  I didnt think about the open sore on my neck but the next day it had formed into two scabs.  Over that year scabs kept forming and falling off over and over leaving a crusty red patch in place.  Eventually it went away all together after the year was over but then reappeared three months later with an even firmer crusty layer.  It eventually went away again but has recently come back for the third time in the same red patch form.  Could this be cancerous??
