red pin size spots around both ankles

I just developed this tiny, pin size spots around my ankles. I am concerned that it can be poor circulation cause it runs in the family. Could you please tell me what it could be. I don't have insurance, job or money to see a dermatologist. I am not lucky enough to qualify for any help because I am a single woman. Help me please!

no, they are not bug bites nor have a little white spot on them, don't itch either. They look like tiny spots of blood under my skin. I will try to see if welfare can give me insurance but I am worried that this is poor circulation not sure but I need to see a dermatologist. Thanks for your help.
