red raised bump below belly button?

i have this bump on my stomach. it's been there for a few years and hasn't changed much. it doesn't hurt but sometimes the area around it gets itchy for no reason. it has a rubbery texture and it bleeds if you pick it. sometimes i picked it like a scab to try and take off a little bit off the top (when i do this it doesn't hurt unless it gets to the point of bleeding) but it just grows back to the exact same size the next day but never gets bigger. what is this????? and yes when i pick it, it can even become almost flat to my stomach but is still clearly rubbery and a red mark. it always grows back to original size. could this be cancerous? should i see a doctor?
