red rash looking thing under my chin

Hell I'm a nineteen year old man, healthy play basket ball, work out, I do smoke cigar et and occasionally heb, i have red rash looking thing  around my chin area and under my nose it goes and comes yearly but this time its been staying longer and more what creme can i use to get this gone ?

It can be due to eczema or perioral dermatitis. Perioral dermatitis is a chronic papulopustular and eczematous facial dermatitis. Treatment consists of oral antibiotics and anti-inflammatory drugs. A mild soap or soap substitute, such as Dove or Cetaphil should be used for washing. Scrubbing should be avoided.
I would suggest you to consult a dermatologist and get it evaluated.
