red scrotum, rash on inner thighs, Herpes?

I was given oral sex by a woman about 6 weeks ago. I didn't realize till it was over that she had what appears to be a blister on her lip. Since then I have been nervous as hell. I started researching Herpes immediatly and get all kinds of different information. I even questioned her about my concerns and she doesn't seem concerned since she has been married 20 years with no problems with he husband.
I'm not sure when exalty it startd, but i do know it has been for sabout 3- 4 weeks now that i have had minor irritaion in the crease and folds of my thiighs (both sides). Also, my scotum is very red. There are no blisters and the irritation could be caracterized as burning, only very slight. It gets worse when I wear regular underwear as compared to boxers.
I wne to a docotr i know last week and he said (after examining the area) that it's some sort of fungul infection and not herpes. I've been putting lotriman on the area and taking a flucanazole prescription.
I'de like to believe him (which I do) but i can't deny the info out on the web that states this may be herpes. He told me that a case such as this isn't mild in the sense that i don't realize i have something and therefore I should have developed blisters, (which i didn't).
I've been debating whether to get a blood test or not because i don't have blisters (only reddened are between both thighs and red scrotum. )
Also, I did kiss the girl and haven't had anything on my lips at all.
Do you think this is herpes? Or a fungal infections as suggested.
And, should i get the blood test anyway, even though i have no blisters?

I do not think this is herpes.  The incubation period for herpes is a few days.  The rash in the groin sounds like chafing or fungus.  If you want more reassurance, get a type-specific herpes titer.  Wait another month or so, so a negative test (which I expect) will be conclusive.
