red spots on bottom of legs

I have just noticed on the bottom of my legs near my shins that i have red blotches in various places, i have only found them on my right leg and they look like small achne (acne) spots or bits. The spots are flat, deep red, not dry and the skin isnt broken, you could also say they look like small capilleries that have errupted, i  just want to know if these are normal. I think that i have had them before on my arms and they went away within a week without creams or medication. i have found that they sometimes itch when im warm or near heat, but they are a deeper red to heat rash.
