redish, soft, & sore skin on toes

One night, I didn't have my gas heat turned on and the temperature in my small apartment was frigid. I awoke and my toes were very cold and numb. later that day I took off my socks to put my feet by heater and my toes, i noticed in a few spots looked red, and the skin on the area was loose and wrinkles when i moved it around. They also hurt when I applied pressure to rub them. That was about 40 days ago. and they are still basically the same. what do you think is going on? do i need to treat this?
