I cannot confirm anything without examination but it can be eczema or fungal infections(ringworm).
See the treatment for both is entirely different and sometimes steroids used in case of eczema may aggravate the symptoms if it is not eczema but a fungal infection.So I would suggest that you get it checked from a dermatologist so that exact diagnosis can be confirmed before starting with the treatment.
