scrotal rash concern

I am 25 year old male that recently had sex with a condom with a 30 some year old female approx. 3 weeks ago.
I have not had any STDs in the past.
The female parter has had no symptoms or STDs that she knows of
and continues to have no symptoms.
About 9 days after we had sex I noticed that my skin was red in the scrotum area on both sides of the scrotum and bottom.  There was no irritation anywhere else on the penis (head or shaft) or legs.

The skin area in general is also a bit itchy and slightly burns
at times. I notice this many times during the day.
If feels more itchy than anything on either side of the scrotum
that faces the leg.
The scrotum area seems to feel a bit warmer than usual but
I am not sure if this is cause I am paying attention to
the problem.
There is no pain inside the scrotum only on the skin.
There is no discharge or any other problems with the penis.
I have had no fever, body aches or other muscle pains.

There are not visable bumps, blisters or pimples in the scotal area and I have been checking this daily.
I have tried hydrocorizone cream for a few days them stopeed and tried lotrimin cream for a week in the area but still am still irritated.

What could be the possible causes?  I am worried it could be herpes?  Could herpes cause the entire scotum area to become red and without blistering?  
Could this be a fungal or yeast infection? or something else?

Sounds like irritation or eczema.  Does not sound anything like herpes or an STD.  Apply 1% hydrocortisone cream twice daily, don;t rub or scratch, and see a skin doctor for confirmation of the diagnosis and, if necessary, alternate treatment.

In addition any pain felt on the skin is mild to medium intenseness and is not constant.
