scrotom redness and burning

I see I am not alone in this condition.the scrotum area and below, towards the anus are very red with a burning sensation, my g.p. put me on a cortisone ,with no improvement,he assumed it would just work itself out.but... I also have a burning tingling sensation across my thigh, but there is no physical,evidence on the skin, could this be Shingles? are the two conditions associated? I have been bathing regularly, in an oatmeal solution, this seems to give me some comfort. Please point me in the right direction ( this condition has been going on for about two months )
