skin flaps/bubbles

Ever since I was a child, I always had a skin problem every so often (but it comes and goes) involving my feet getting bubbles or skin flaps, which are not filled with any fluid whatsoever or are they bumps. It's not until recently that i noticed the reappearance of the same skin bubbles that I've had as a child.  As a child, my pediatrician advised me to pick up Lotrisone from the pharmacy and apply it daily.  But I am still curious until this day.  What the heck is this? Is it a fungus? Because Lotrisone is used on ringworms...And is there any other OTC creams that I could pick up for this skin problem?
