From the description of your symptoms it sounds like external haemorrhoids.It is due to swelling and inflammation of veins in the rectum and anus. Increased straining during bowel movements, by constipation or diarrhea, may lead to hemorrhoids.
Symptoms of external hemorrhoids may include painful swelling or a hard lump around the anus.The other possibilities are of skin tag,anal wart or molluscum.Anal warts are cauliflower-like protuberances and are usually symptomless.Molluscum contagiosum is a common, benign, self limiting viral infection of the skin.
In my opinion you should talk to a dermatologist about this and get this growth evaluated..
