skin on upper lip not healing

Hi, I have a problem with skin not healing on the bottom of my upper lip. Its annoying. I went to a doctor and was told that I can bite the skin off coz its dead. Once I do that I'm fine. Then it feels raw. After a few days it seems that the skin is healing. But then it starts to get hard. If I dont get it wet then it starts to shrink. I think its healing. But eventually it gets wet and soft and then the skin falls off. Then it starts all over again. Should I email you a pic of the skin at different times in its healing process.

My son has had this complaint for years now. It's extremely annoying. He recently had laser surgery on his upper lip. This was very painful & now 2 months later it is still not healing properly. His current dermatologist has him using elacon cream (cortisone) but so far it has made only a small difference. He seems to be getting passed from one doctor to another. Have you or anyone found a solution yet?

I've had the exact same problem for over a year. No idea what to do about it.
