You might have a superficial fungus infection, but I doubt it. You may have thickening of the skin, called hyperkeratosis, which can also be treated, though very slowly, with medications that gradually thin extra layers of skin. Or you may have eczema, which can be treated with cortisone creams. You need to work wioth a dermatologist on this. But I can't see any of these possibilities turning you entirely white.
