skin problems in 7 year old

Hi- My daughter has developed two skin problems that are not going away.    One is a bumpy rash on her face that has been diagnosed by a dermatologist as contact dermatitis.  The other is tiny red bumps in various parts of her body that were diagnosed as folliculitis.  She recommended creams, which had danger warnings.  I would prefer some kind of alternative treatment AND to figure out what is causing these problems so that I can cure them rather than just treating them.

Some possible causes:  A dog sleeps by my daughter's face when she regularly sleeps elsewhere- also at that apartment she claims that her sheets and pillow cases were not changed for about 8 months.  The dermatologist said that the bites did not look like flea bites, but I have seen red inflamed lumps appear on my daughter that look like some kind of bite.  She has also been to the hot tub in the last several weeks.

The rash on her face does not seem to itch and seems to get more or less red, possibly related to someone putting neosporin on it.  The bumps in other places are very itchy and annoying.

Any suggestions?  Should we see an allergist?  Could she be allergic to the dog (a terrier) or flea bites or her own sweat (a number of bumps were in a spot covered by the edge of underwear)?
