skin tear/cut that turned into a blister

My husband got a scratch on the underside of his upper arm and bandaged it with Neosporin.  The scratch is fine, but unfortunately the sticky part of the bandage came off during the night and tore some skin.  After that he stopped using bandages, but kept cleaning and using Neosporin once a day.  There were 2 tears from the bandage, neither deep nor very big.  They were doing just fine for two days, then late  last night one of these areas developed blisters with what looks like clear-yellowish fluid.  The area is not sore, red, or warm, but the blister is forming exactly along the tear the bandage created.  It's about 4 mm wide and 2.5 cm long, not big, but very weird.  

I have never seen anything like this and can find nothing online about a scrape/tear turning into a blister.  What is this?  How serious is it?  We have some clean gauze (no Neosporin) held on by a loose Ace wrap covering it, but otherwise we have no idea how to treat it.  We could definitely use some advice!

Hello,
For this blister, elevate the arm, give rest to the part, apply cold compresses, soak the blister in Epsom salt and keep the arm loosely bandaged so as to avoid its rupture. If the blister breaks, quickly rinse the area and apply an antiseptic such as neosporin. It is not recommended to break a blister because it may often lead to infection.
