small itchy bumps on lips

every year around grass cutting season, i get small itchy bumps on my lips and the skin on my face gets irritated. my skin my my penis also begins to itch. the small bumps on my lips, i think turn into small blisters. what could this be?

This may be a hypersensitivity reaction. You may need to identify the factors that triggered this condition and avoid these as much as possible. I suggest that you ask your primary physician about this so you may be prescribed the right medications.
Antihistamines may be used to alleviate the itchiness. Avoiding the triggers is still the best way to prevent another episode.
Do the symptoms resolve spontaneously?
Any asthma, allergies which run in the family?
