small pea-like or rice grain size inbedded in skin on penis

i have had this very small staionary pea-like something on the side of my penis for about 4 or 5 years.....not causing me any problems but just there. it is not painful nor has it caused any sexual problems. actually it is smaller than a pea...and a maybe a little larger than a rice grain. i have had my doctor look at it but he didn't seem to be that it was that much of a concern... as a matter of fact, it was so little of a concern ive forgotten what he said at the time, now i'm curious again... i'm thinking cysts maybe???? please give your opinon. oh... this something is inbedded in the skin and not in the muscle parts of my penis because i can actually pull on the skin and grasp this thing with 2 fingers

It sounds like a cyst within the skin.  Next time you see a doctor, get a definite diagnosis, so you can forget about it.  If your regular doctor is unsure, a dermatologist or urologist should help.   Surgery is almost certainly unnecessary.
