small spots that peel on penis

I am 21 years of age and noticed one day I had some spots on my penis. The skin around the spot was somewhat hard and the skin was peeling. I use condoms and such. I also have had genital warts but have had them treated. I have a partner that wants to have unprotected sex since we are in a strong relationship but I feel uneasy because of this issue. Is this part of the warts or am I having an allergic reaction to condoms? I really dont know what to think. Please help. Thank you.

It doesn't sound like an allergic reaction, but it also may not be a wart.  If I were you, I'd show a doctor.  You don't want to start having unprotected sex without knowing for sure.  Sometimes you need a physical check, and this is one of those times.
