strange breakouts/rashes

Hello,
I have been in the Dominican Republic on vacation for the past 4 days. After the first day here, I started to develop red blotchy areas on my hands and arms. It didn't seem like anything at all at first. Then the next day, the red blotches started to become slightly raised. The day after that, they were raised even more and a clear bump filled with liquid formed on one part of the redness on my hand. Today, there seems to be more clear liquid filled bumps forming on the red raised areas  and there also seems to be some bruising showing up around those areas as well. I am not particularly itchy or anything but my hand feels a bit sore. I think it may have been a reaction to being the sun all of a sudden since I live in VA which is very cold right now and I havent been out in the sun alot for about 3 or 4 months, but my skin has never been sensitive to the sun and I rarely even get burned even without sunscreen. What could this be from?? Should I be worried?? How can I treat this?
