I think you have steroid rosacea.  The desonide cream is a weak steroid, but when it's used on the face, sometimes stopping it makes the face flare.  Minocycline does help this condition, but you may need to keep it up a bit longer, say a few weeks, plus a topical antibiotic like metronidazole (but no steroids!)  Please discuss this possibility with your dermatologist.  I doubt that any of the environmental matters you brought up has relevance.
