Elidel doesn't break blood vessels--in fact, that's one reason it's used.
I would be willing to bet that the blood vessels and brown spots and lines were there before, only you just started looking more closely. I can't prove this, of course, but blood vessels don't appear overnight, even when you use super-strong steroids--it takes weeks or months.
Anyhow, have a skin doctor check you out. If these lines and spots disturb you, have them removed.

I did not suggest or question that elidel caused the broken blood vessels, I was questioning if it could make my skin more sensitive to the sun and more susceptible to sun damage.
And regardless of what she bets, these blood vessels just appeared - I had been monitoring my face super closely for over two weeks - so it was not something that escaped my attention.
If your blood vessels appeared overnight, I am unable to explain it.
