swollen eye lids

I have had a few month with on and off swollen eye lids. I'm 35 years old and have never experienced anything like this, I don't have any allergies. I moved to Europe 5 months ago after living in Florida. I just feel like if it had anything to do with the climate, it should be over by now? I was a bit stressed the first couple of months, but now I feel I'm settled but my eye lids are continuing to swell on and off. The skin feels really thin and it almost looks like a big blister. Other times the skin is really dry and the skin starts to peal. I have used some herb-lotion and Chamomile-tea around the eyes and I just cant ever get totally rid of it. It will go away for some weeks and then start again ?
