tightness of skin in feet

I am a type diabetic and I try to take very good care of my feet.  However, I have an unsual tightness in the arch of the sole of my left foot. No matter how much I moisturize, relief is short lived.  There are no breaks in the skin just an unsual tightness in the area.  What could cause this?  Thank you for your assistance

Typical plantar fascitis.Physiotherapy and simple exercise will do.
