I think according to the location,and your explanation of the condition it could be Keratosis Pilaris.
Keratosis Pilaris is characterized by small red bumps that are raised on the skin like goose bumps.
This condition is hereditaryHereditary amyloidosis Pseudohypoparathyroidism, and commonly found in people with very dry skin and/or a vitamin A deficiency.
I think you should consult a Dermatologist.
He might prescribe you some lotion.
