top of foot reddish brown rash

I have a reddish brown smooth rash on the top of my foot. There is no pain and doesn't itch. It seems to be going up my ankles. My brother and father had this as well as diabetes 2..I have diabetes 2 also..Is there an association here, or does anyone know what it may be?
