To confirm the diagnosis whether these are warts or not, you need to get a biopsy skin done. However the possibility of pearly penile papules also needs to be explored. The other differential is of molluscum contagiosum. Pearly penile papules are small dome-shaped to filiform skin-colored papules that typically are located on the sulcus or corona of the glans penis.
Ablation using carbon dioxide laser, electrodesiccation with curettage and excisional surgery reportedly have successfully eliminated lesions. In my opinion you should talk to a cosmetologist/dermatologist about this.

your profile says you are 20..... anyway... u might not have had "sex" in the but u could have contracted the "warts" from getting a "hand job" or "oral" I would suggest u go back to your doctor... and be honest with her...make sure she tests the "warts" instead of just looking at them!
