warts?

I have some questions regarding strange bumps on my penis that have been bothering me a lot lately.  I have gone to a urologist about these bumps and he said

You are describing cysts, not warts.  Cysts are a common variant of normal penile anatomy.  Treating them is both unnecessary and futile.  I advise you to show them to a dermatologist, so you can take them off your agenda once and for all.

Not sure it was leep proceduere.  He just used a local and electro cautery.  Not sure if that is the same thing.

  Can someone explain why so many people have the exact same symptoms as i do but everytime someone posts a question to a dermotoligist on this website about it they say to "forget about it?" Or to "see a dermotoligist?" I have been to approx 10 different ones (including the Mayo Clinic in Scottsdale, Az) And no one seems to want to tell me what it is? I have had 3 biopsys done, all come back negative or inconclusive. Exactly the same symptoms:

       Small bumps on the underside of the penis that start off as red bumps and end up as hard lesions that resemble warts.The thing is, they are Under the skin. I can feel that it is some kind of virus because when they arrive I feel tingling sensation at the eruption location.THIS IS SERIOUSLY AFFECTING MY LIFE AND NO DOCTOR THAT I HAVE BEEN TO SEEMS TO CARE ENOUGH TO FIGURE OUT WHAT THEY REALLY ARE!

CAN SOME DERMOTOLIGIST PLEASE EXPLAIN TO ME WHAT THE DIFFERENCE BETWEEN FOLICULITIOUS AND WARTS IS?????????????????????????????????????????

AND PLEASE DONT RESPOND THAT I SHOULD SEE A DERMOTOLIGIST.IF ANYONE WHO IS READING THIS CAN HELP ME I WOULD BE FOREVER IN YOUR DEBT....

I have the same condition.  Two bumps as well.  If I grab the whole bump, with the skin, I can feel it move around like a ball under the skin, which leads me to believe it's a cyst. My question is, why can't it just be cut out?  I would rather have a little line as a scar than a bump protruding from my penis.  Is this an option that a Dermatologist would take?
