washing skin

When my daughter washes, showers etc. her skin turns slightly red and sore.  Because of this she rarely washes her face.  She has very good skin for a 14yr. old,(especially for not washing it) has clear skin and seldom gets a blemish, when she does wash her face she awlays gets a pimple. I have never heard of anything like this and would think it was impossible if I hadn't seen it for myself.  We tried different cleansers and just plain water, with the same results.  Any ideas what this might be?
Thanks, Shawna
