what can cause a recurring petechial rash in a child

I have a 4 year old who frequently gets a petechial rash on her torso, this has been happening since she was 15months old, she was originally investigated for meningitis and that was negative.  I have been to the GP and a pediatrician but have not got any answers.  the pediatricians have refused to look at her again and I am not happy that this keeps happening.  she suffers from eczema, could this be a connection.  she is not febrile or in any way ill with this. the other question is will she grow out of it?
