what is this on my penis?

hi can anyone please tell me what is this?it look like a cut i have lots of hair follicles on my penis could it be inflammed hair follicle?i havent had sex in 3 years and recently noticed it i only had sex once in my life which was protected vaginal sex and lasted for few minutes only and its been 3 years since i had sex i have never had unprotected sexual encouter in my life can anyone tell me what is this?

Since it has quite been some time when you had intercourse, the possibility of chafing or friction rub need to be ruled out. You can apply some calamine lotion at the rash as it will help in soothing the skin. Also wear cotton undergarments. Application of mild corticosteroid cream and oral antiinflammatories like ibuprofen/acetaminophen are also helpful. If the symptoms are severe then it will be best to consult a dermatologist.
