white bumps on top of my shaft

hi, i have always had white bumps on the bottem of my shaft and my scrotum, my problem now is i have 2 white bumps almost touching, 2 centimeters from the base on top of my shaft. can you get these bumps on top of your shaft or in the middle of it with no other bumps around it. if i pull the skin back i can kinda see other little spots on top of my shaft that look like it may be something in the future(also in multiples of 2), they look like the other bumps on my penis kinda. there is no itching and i noticed them like a month ago, they havent gotten bigger, there is also no puss or anythign like that inside of them, when i went to my doctor and asked him about them he said they are to early of a stage to determine hpv. thankyou and have a good day.

I think they're cysts and I think you should see a doctor with enough expertise in this area to tell cysts from HPV, rather than leave you up in the air.  Cysts are cysts, not "an early stage of HPV."  Get a straight answer, so you can ignore these, as I think you most likely should.
