Not all bumps and lumps on the penile shaft are due to an STD or are infectious in nature. Some may be normal structures like blocked follicles and sweat glands. In your case, these white bumps may not be something which requires immediate intervention. I suggest that you avoid picking on these and just wash the area with a mild cleanser to avoid further irritation. Continue to observe this and see if the area changes in appearance and character. Avoid applying any creams and lotions in the area as this may only aggravate the condition.
