white skin growth on penis head

about 10months ago i had unprotected sex with my now ex girlfriend and the next day i noticed a very tiny but visible white spot on the head of my penis i didnt think anything of it because it didnt itch or burn so i brushed it off well about 3 months ago i noticed it had started to spread around the head of my penis and now it looks like a bunch of  tiny raised vein like growths so i saw my doctor he said he was pretty sure it wasnt warts or herpes and said it was most likely fungal he gave me an econazole cream that didnt work at all so then he give my some antibiotics which havent worked either any help please???

First get yourself tested for STD's.  Second, go see a Dermatologist.

It can be a cyst, sebaceous hyperplasia or a wart. Exact diagnosis can be confirmed only after examination and maybe skin biopsy. My sincere advice would be to consult a dermatologist.
