white soapy ehite patch on penis foreskin

i have developed white soapy patches on the foreskin and it has increased a lot, this patchcomes out when i try it  peel it off and then again it regrows . i consulted two urologist one of them told it to be fungal infection and gave me candid lotion but it din work then i used clobetasol lotion for last 5 days ...again the layers  started to go but haven't gone completely. the layers have grown around the foreskin and have been on the frenulum too.....what is it i am very stressed as the doctors too are unable to detect it

The symptoms are suggestive of fungal infection or candidiasis. Do not use any perfumed soaps, bubble baths and toiletries, change underwear daily, wash underwear in hot water (to destroy fungi) and double rinse (to remove any irritating detergent) and take adequate nutrition and sleep. Also use some antifungal creams and consult a dermatologist for antifungal oral medication.
