white spots (depigmintation) and itching on the pubic area/scrotum

Hi
am 19 years old male
recently i have developed white (discoloration) itchy spots on my pubic area and scrotum .. its can be cleaned by water and it feel like burning ! but it still itchy and back after few hours .. also, the skin under my penis looked red like irritated and whole area looks dry

discoloration has spread in the last 5 days .. and i have not undergone of  sex intercourse for the last months
