white spots near hair line

i am a 23yr male. A few months ago I noticed a small white discoloration on the right side of my forehead next to the hair line. Recently I noticed one on the left side and one in the middle, all next to the hair line. Could this be skin cancer or signs of a brain tumor? thank you for your help

No, certainly not skin cancer or a brain tumor.  Such pigment changes can be caused by irritation or rashes.  You should see a doctor to check them out and find out whether you have to do anything to make the color come back, or whether it will come back by itself.  However, you will not learn that you have cancer.
