I'm a 28 year-old male, in the military.  A little over a year ago, I noticed a small pink bump (2-3mm) at the base of my penis.  It felt hard to the touch and I could flatten it out.  When I went to see my doctor, he said it was a wart and prescribed Condylox.  I applied the condylox as directed until the bottle ran out, with no improvement.  Later in the year (in Iraq), I had most of it removed and when the biopsy came back this is what he wrote. "that from your genital area showed harmless hyperkeratosis.  The hyperkeratosis changes are nonspecific, and does not prove whether it is a wart, or not."

I still have a hardened pink bump there, and all throughout my groinal area, including the base and lower area of my penis, I have small tough bumps in my skin where hair comes out of them.  

1) Do you think that the pink bump is a wart?
2) What could the hair follicle hardening be?  Is there something I can do to make that better.  
3) Any idea on what could be happening on my skin?
Any help would be greatly appreciated.  Thanks much.

I doubt it.
2) What could the hair follicle hardening be? Is there something I can do to make that better.
The less you do, the faster your body will reabsorb the tissue making up the bump.
3) Any idea on what could be happening on my skin?
I don't think anything is happening on you skin, other than small bumps that are common on the penis.

For further reassurance, you should see a skin specialist, perhaps when you return to the States.
