Good fasting glucose; not so good A1c

My sister has always had good readings on her fasting serum glucose tests; they range from 84 to 91.  She recently went to a new doctor who tested her A1c for the first time and it was 6.2.  Does this mean she's pre-diabetic even though her fasting levels are good?  Could the 6.2 be strictly diet related?  She's 59 years old and not overweight.

Thank you for your response, antigua351.  May I ask how it was determined that you actually had Type 1?  I am curious as to why your doctor felt that you didn't have Type 2...was it because you weren't overweight?  At what age were your first diagnosed with diabetes?  Thanks again for your response.
