Walking on air bags

I  When walking, I am experiencing  a sensation on the bottoms of my feet   which seems like I am wolking on air pads.   I do not have any pain associated with this  but is does affect stability.
I am a type II diabetic under treatment -  I do have mild neuropathy associiated with just the toes and balls of my feet, some slight numbness, but this sensation is new on the scene.   My feet are not swelling up in connection with this or puffing up, and  while my feet and ankles well slightly during the day, every morning all of swelling is gone.     Would this be associated with my diabetes or with the heart.  and does anyone else have this system and what did they lean about it
