bruises on legs

My mom and i went to the beach last week and while we were sitting in the sun i noticed some red spots on her legs and asked her bout it. She said it was nothing but it's been a week now and she phoned me to let me know those red spots have turned into bruises. She has a doctors appointment on the 30th and wants to wait...should we be concerned?

Can it be broken blood vessels? I know they can appear red and then turn bluish later.
