9 year old child with hypoglycemia

I have a question regarding a 3 hour glucose tollerence test my 9 year old recently took.
His fasting glucose was 65. His one hour reading after drinking the sugary cocktail dropped to 41. His 2 hour reading was 64 and his 3 hour reading was 68.
Why would there not be a normal spike in his blood sugar levels at the 1 hour reading? His Dr. was equally perplexed and has referred him to a Endocronologist.
He also has mildly elevated TSH levels of 4.37 with normal T3 and T4.

Does anyone have experience with these kind of readings?
