My husband always has a blackBlack cohosh Black draught Black haw eye. It is so bad sometimes that he gets asked about 10 times a day who punched him. He told me it has been that way since he was 18 (he is 34 now) and that he was told by his mom (who is not a doctor) that it is from Hypoglycemia. She assumes because she is Hypoglycemic, that he is too. She does not have blackBlack cohosh Black draught Black haw under her eyes. No matter how well he eats, the blackBlack cohosh Black draught Black haw never goes away.

We're volunteers here and not medical professionals, so it's best for your hubby to check in with his doctor about this.
I have not found any association between "chronic" black eyes and hypoglycemia. I know that many folks from Eastern European descent have shadows under our eyes.
Since your hubby has had this since he was a teen, it's likely just one of those charming features that might get stronger with age. If I were looking to understand it better, I'd check in with a dermatologist.
