My mothers diabet complications

My mother is 75 years old with type 1 dybet.She had it for 18 years.She is deppressed most of the time and refuse to go out of the house.She looses her pee and sometimes cannot control her bowl movement while rushing to the bathroom.She refused to exercise and walk after falling down in her back eight months ago.She felt dizzy and had fell back on her back.These days she has  a feeling of dizzyness  and she can not stand still.The doctor told us she does not have any problems in her ears.She also loses control of her left knee.She tells that she feels as if the leg is moving on its own.Her sugar is mostly 350-400.She can hardly see our features.She is loosing her sight.She takes her medications but she refuses to walk .She only goes to the bathroom and the living room.Is there any thing we can do to her?I'm thinking of taking her to czech spas,may be they can help! Is it agood idea?
