Normal fasting blood sugar in baby

I have a baby with Type 1 diabetes, and have been told that his blood sugars should never be below 100, as that could damage the brain development.  What is normal for a child's blood sugar to get to when fasting?  Should I be this worried?  He's 12 months old.
