You only notice this after drinking wine?  I am not sure why that would happen only after drinking wine.  When you have diabetes you can have issues with your circulation.  That is why the doctor will check your feet and should ask about tingling in your hands or feet because that could signal that there is an issue with circulation.  I think you should make sure there are no other things causing this problem.  For example if you smoke it will increase poor circulation.
