I am not a physician, but the mom of a type one diabetic. I can tell you that our daughter gets those bumps when she changes her pump sites. What we have done is put Neosporin or backtracking on them and they go away with in a day or too.
I would suggest that if that does not work contact your PCP or endocrinologist and ask for some suggestions.

I get the same thing. even last week when I got my flu shot It is itchy and tiny bumps around it. I asked my husband if his did that and he said no. i think its my body and the diabetes. I am the side effect queen.....when I had to take insulin shot yrs ago I would look like I had dermatitis on my thighs. I have to start back taking insulin again. I'm 51 and it been 23 yrs. Now I am type 1. So tell your little guy he is not all alone. This old granny gets the bumps and itchies to... Debbie
